About the Organization:
Horus Development Finance is recruiting a Project Manager to lead a rural financial services and Mobile banking project in a microfinance institution in Cambodia for a 12-month assignment. In order to better serve its rural clientele in a cost effective and secured manner, the client microfinance institution (MFI) is looking to develop specific deposit and financial services with an adequate delivery channel and technology.

The 12-month mission is based in Phnom Penh, Cambodia.
Tasks and Responsibilities:
The Horus consultant will be responsible for the implementation of the pilot test of suitable financial services and the set-up of the Mbanking platform, but also for building capacity within the deposit/financial services and the IT teams of the MFI. S/he will be supported by Horus’ experienced officers based in France at the head office. S/he will work in close cooperation with the MFI’s management and project team.The main responsibilities of the rural financial services manager include:
- Carrying out market and feasibility studies;
- Participating in the choice of a suitable Mobile banking technology with the MFI’s management;
- Initiating and managing the partnerships with external stakeholders, such as telecom companies, and the MIS integrator;
- Designing the action plan for the pilot phase;
- Elaborating adequate operational processes and procedures, as well as tools ensuring that operations go smoothly in a secured and effective way;
- Finalizing the prototypes of savings products to test and work with the IT team for MIS specifications;
- Preparing training materials and carrying out training sessions for both branch and head office staff;
- Conducting regular follow-up and evaluation of the pilot phase in order to prepare the roll out.
Qualifications:
- Master’s degree in rural economics, banking and finance or related fields;
- 2 to 5 years’ experience in regulated financial institutions (banks or microfinance institutions) or telecom companies. An experience involving a mobile technology or with an IT/technologic aspect would be appreciated. An experience in a developing country and in Asia would be an asset;
- Successful experience in developing products and processes;
- Proven expertise in project management;
- Ability to work in a team and under tight deadlines;
- Training and communication skills;
- Ability to analyze risks and formalize procedures;
- Fluency in French and English.
