1. WORKING CONTEXT
Founded in the United Kingdom in 1972, ActionAid (AAI) is a unique international organisation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice.

ActionAid's head office is in Johannesburg. ActionAid is the only large international development organisation with head office based in Africa, with offices in Asia and the Americas connecting ActionAid's work in Europe.

ActionAid started working in Vietnam since 1989, established its Representative Office in Hanoi in 1992. Since then, it has been focusing the work to end poverty and promote sustainable development in mountainous, remote and difficult regions as well as poor urban areas across Vietnam. ActionAid works in partnership with local partners in different provinces and applies Human Rights Based Approach to all of its works.

2. JOB PURPOSE SUMMARY
Provide strategic inputs to formulation of ActionAid International Vietnam (AAV)'s roadmap and implementation of plans and budgets to deliver all commitments set in Country Strategy Paper (CSP).

3. AUTHORITY
 Be a member of Senior Management Team (SMT) and Extended Management Team (EMT)
 Has full authority within approved budgets and plans
 Has right to assign tasks to staff of the Department

5. MAIN AREAS OF RESPONSIBILITY
Key responsibilities / accountabilities Key performance indicators

1. Develops overall strategies and plans for AAV's activities linking up with AAV's commitments in policy research, capacity building, youth, communication and campaign works

 All activities developed for AAV's works on policy research and advocacy, (external) capacity building, youth, communication and campaign are to deliver commitments as specified by CSP.
 AAI's programmes, campaign and related activities as mentioned in the ActionAid's Global Strategy of People's Actions to End Poverty (GS) are prioritised and localised in line with CSP and Vietnam context
 All formulated strategies and plans are properly planned and budgeted for.

2. Ensures the quality, consistency of all activities within the domain of policy advocacy, capacity building, youth, communication and campaign works in AAV, in line with AAI's priorities and HRBA throughout AAV's programme and partnership

 Clear capacity building, communication and youth framework and guidelines are developed to facilitate policy research, campaign and advocacy activities in different areas
 Capacity building, communication and youth related activities are implemented consistently throughout DAs
 Programme Priorities are integrated and mainstreamed to maximise the effectiveness and benefits to the community
 Coordination between different policy, communication and youth work is carried out smoothly and effectively
 M&E systems are well established and implemented to ensure the capacity building, communication and youth quality and consistency
 Monitoring and Evaluation indicators are well designed for the assessment of capacity building, policy advocacy, communication and youth effectiveness
 Problems or significant issues related to policy advocacy, campaign, communications and youth work are identified and solved properly
 Partners’ capacity building and coordination are carried out

3. Manages Policy Advocacy and Campaign Department All department 's works run smoothly

 AAV’s values and principles are well understood and practised by capacity building, communication and youth staff
 Relevant Coordinators receive proper support to work effectively and achieve department/organisational objectives
 Activities are implemented according to approved plan and budget
 Tasks are well assigned to staff with clear instructions and coaching
 HR management is provided to staff in collaboration with Human Resources and Organisational Development Department

4. Carries out advocacy and policy influencing work

 Potential issues and actors for advocacy works are identified and followed up properly, at times translated into Research, policy dialogues or campaigns
 AAV’s vision and missions are transmitted to relevant audience via advocacy events and campaigns
 Governance and policy influencing activities are conducted in accordance with AAV’s CSP
 Connects and liaises with CD, IPD/F&F and other related teams in AAV for formulation of proposals to seek additional funding and influence for AAV's work on policy advocacy, communication and campaign, youth development and mobilization.

5. Leads the development of position paper

 Position paper(s) is/are well developed in line with AAI’s and AAV’s strategies

6. Participates in Senior Management Team (SMT)

 Positive inputs and comments are provided for the formulation/update of AAV‘s strategy, policies and procedures
 Strategic decision, particularly in relation to capacity building, communication and youth issues, are lucidly made

7. Liaises, communicates and facilitates networking

 National technical network is initiated and operates effectively
 Updated information of policy advocacy, capacity building, communication and youth activities is provided to all related stakeholders
 Active participation in working groups, networks, campaigns locally and internationally is carried out

8. Other

 Supports CD and other teams in fund raising for AAV
 Other tasks as assigned by line manager are well performed

6. QUALIFICATIONS REQUIRED

Education (Degrees/certificates required)
 Master in Political, social, development, or international studies

Work experience
 At least 5 years of working experience in relevant fields
 At least 10 years of engagement in policy campaign, youth and communication sectors.

Technical knowledge/skills
 Proven management and leadership skills
 Sound knowledge and experience on poverty reduction strategies/ plan and development issues
 Expertise on participatory methodologies
 Networking and partnership building techniques
 Report and proposal writing skills

Language
 Advanced level of English and Vietnamese
