About the Organization:
For over 50 years, Mennonite Economic Development Associates (MEDA) has created business solutions to poverty around the world. MEDA is present in over 35 countries and has been operating in Morocco since 2009. Its mission is to provide financial and non-financial training to youth (aged between 15-25 years) thus bettering their chances to find employment or create their own business. MEDA'™s most prominent program '100 Hours to Success'“ is part of the YouthInvest initiative, funded by the MasterCard Foundation. 100 Hours to Success focuses on skills related to basic money management, business, and other job-related skills. So far, over 13,000 youth in Morocco have benefited from MEDA's 100 Hours to Success training module.
Background:
MEDA received funding from 3ie to carry out this impact evaluation study. It will be also be receiving capacity building support from the Youth Employment Network for this project. The data collection, entry, and preliminary analysis will be undertaken by an external firm. The impact evaluation will focus exclusively on the Oriental region (Oujda, Taourirt, Jerada) of Morocco. The impact of the program will be measured by a randomized control trial with a sample of 1200 (600 beneficiaries, 600 control group). Questionnaires and focus groups will be conducted on two occasions: during the baseline and the follow-up surveys. The baseline will commence at the end of September 2012 and the follow-up survey will be carried out in December 2013.
About the Job:
Mennonite Economic Development Associates (MEDA) is seeking a Lead Reseacher – Impact Evaluation Consultancy for the above project. The incumbent must be able to join the research team by early-September at the latest. The position requires total time commitment of 20 days with possibility of extension and travel to Morocco for several days during the baseline and follow-surveys.
Tasks and Responsibilities:
- Develop questionnaires to be used for baseline and follow-up surveys;
- Establish indicators;
- Construct focus group discussion guides;
- Contribute to the preliminary findings report (fall 2012/winter 2013);
- Analyze findings (after follow-up) and elaborate the final report (Spring 2014);
- Ensure accurate application of the study’s methodology on the field, particularly with respect to contamination;
- Offer advice on other methodological and practical issues related to the impact evaluation that may arise.
Qualifications:
- PhD in applied economics, econometrics, development economics, or statistics etc.;
- Strong background and experience related to impact-evaluation methods relevant to the practice of evidence-based policy approaches;
- Very solid knowledge of quantitative and qualitative data collection tools;
- Familiarity with youth employment challenges in the MENA region;
- Working knowledge of English and French. Knowledge of Moroccan Arabic is an asset.
