About the Job:
ICON-INSTITUTE is seeking an International Long-Term Expert to be based out of Tajikistan. Under the GIZ programme « Framework and Financing for Private Sector Development in Tajikistan (FFPSD) » the tendered TA services will focus on the improvement of access to finance for MSME in the rural areas.
Tasks and Responsibilities:
The TA will be directed at the meso- and macro level and will include:
- Structural development of an MFI apex organization Bovar wa Hamkori and technical support to the Association of Microfinance Organizations of Tajikistan (AMFOT);
- Advice to and dialogue with National Bank of Tajikistan (NBT) and government departments regarding the legal environment, MFI law, advice on cooperative law regarding Savings- and credit-cooperatives (CU), financing enabling issues with regard to cross border trade, and other elements covered by FFPSD;
- Product development regarding green finance and savings mobilization are other topics to be covered;
- International LTE will manage a team if 5 local LTEs and various STEs.
Qualifications:
- Economist (or similar background) with sound experience in development cooperation with focus on financial systems development preferably in a rural/economic development environment, experience in a fragile country is an asset;
- Should be an international expert who is familiar with GIZ’s Capacity WORKS management model and DfID formats;
- Minimum 10 years experience in FSD/Microfinance, banking consultancy on micro, meso, and macro level ;
- Minimum 3 years experience in an additional field as rural development regional economic development or agricultural finance;
- Minimum 10 years of professional experience in the development cooperation ;
- Minimum 5 years experience in management of complex projects;
- Excellent German and English a must, Russian of advantage.
