KDS is recruiting evaluators for a potential contract to provide both internal evaluations of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and real-time evaluations of humanitarian operations.

KDS is seeking qualified evaluation consultants (including Team Leaders and Evaluator team members) to provide services on a short-term basis, depending on OCHA needs and requests.

“Evaluator” candidates should possess the following qualifications:

+ At least 3 years of professional experience conducting evaluations of humanitarian issues and programmes, including demonstrated experience working collaboratively with multiple stakeholders and on a team. Experience providing strategic recommendations to key stakeholders is an asset.

+ Knowledge of humanitarian issues, humanitarian reform and humanitarian coordination processes. Specific experience with OCHA, UN agencies, IFRC as well as international and local NGOs and local government disaster response structures and systems is an asset.

+ Knowledge of strategic/operational management of humanitarian operations in humanitarian crises.

+ Strong analytical skills, and excellent writing and communication skills. Fluency in English required; knowledge of another UN language is an asset.

“Team Leader” candidates should additionally possess the following qualifications:

+ Previous experience leading evaluations of humanitarian response.

+ At least 7 years of professional experience in conducting evaluations of humanitarian issues and programmes.

+ Experience with and knowledge of UN system and humanitarian actors; in-depth knowledge of UN inter-agency mechanisms at headquarters and the field (particularly in the IASC context).

+ Diverse regional and country experience.
Consultants must be available to travel to any existing or potential UN field mission.
