Objectives
The programme "REDD+ (Reducing Emissions from Deforestation and Forest Degradation)" aims to tackle greenhouse gas (GHG) emissions resulting from deforestation and forest degradation in Indonesia, One of the key expected results under that programme is the acquisition of high resolution satellite imagery.
Over the past decade the Ministry of Forestry in the Republic of Indonesia has been reissuing land- cover maps on a three-year basis, incorporating a combination of Landsat 5 TM, Landsat 7 ETM+ and ALOS Palsar low to medium satellite imagery and ground truthing from seventeen of its regional offices across the country. For high resolution satellite imagery the ministry has purchased maps from 1KONOS, Quickbird, GeoEye and other relatively new satellites. Despite improvements in the availability of remote sensing imagery and the increased capacity to conduct field surveys, land use mapping in Indonesia continues to be fragmented and subject to a range of constraints that prohibit accurate assessments of deforestation and forest degradation. One of these constraints is high cloud coverage across the country. Indonesia lies along the equator, where the probability of cloud coverage is higher than any other region in the world.
With the growing demand for more accurate, integrated and timely mapping of land use/cover in Indonesia, a range of inter-governmental initiatives have emerged. Of particular importance in this context is the programme launched by the National Institute of Aeronautics and Space (Lembaga Penerbangan dan Antariksa Nasional, LAPAN). LAPAN has been preparing its remote sensing earth station in Parepare, South Sulawesi, to receive direct high-resolution satellite data. In 2011 it acquired an X-Band antenna system to receive data directly from the Landsat Data Continuity Mission (LDCM), SPOT-5/6/7, THEOS and others. This acquisition is a preliminary step towards enabling LAPAN's earth station to receive high resolution satellite data as required by Presidential Instruction No 6 of 8 May 2012 (Inpres 6/2012) designating LAPAN as the Agency responsible for the acquisition of high-resolution satellite imagery to be made available by the beginning of 2013 to all other governmental ministries/institutions. Thus the urgent need for a partial Station Upgrade and integration of a Data Processing System.
While there is an initial investment for the Station Upgrade and acquisition of Data Processing System, clearly in the medium-to-long term obtaining an Open Access License which includes unlimited use by government ministries/institutions is preferable, and both financially viable and sustainable.
