The Position
As Deputy Output Lead your key focus will be supporting the Output 2 Lead Consultant in overall management of the delivery of the output objectives as defined in the programme logframe (output statement, indicators and milestones) and the associated workplan. This will involve but not be limited to:
– Supporting the development of a policy system/cycle within the Ministry of Interior (MoI), which is managed and coordinated through the General Directorate of Policy (GDP).
– Supporting the development of capability within the GDP to own, manage and coordinate the policy system/cycle of the MoI in accordance with the Capability Development Plan and capability development framework (CDF).
– Supporting the development of a strategic management system and strategic planning cycle across the MoI, which is managed and coordinated through the General Directorate of Strategy (GDS).
– Supporting the development of capability within the GDS to own, manage and coordinate the strategic performance management system and strategic planning cycle of the MoI in accordance with the Capability Development Plan and corresponding CDF.
– Building the capacity of the MoI to plan and allocate resources programmatically against objectives, outputs and expected results and in line with Ministry of Finance guidance on programme budgeting.
– Managing international and local consultants working under output two so to effectively contribute to output 2 objectives.
– Working closely with the other output consultants to enhance interoperability between outputs as appropriate.
– Contributing to SSMI project reporting as required by Output 2 Lead Consultant and Project Team Leader.
