Purpose of the position
As integral manager responsible for the programmes and activities of ZOA in Burundi within the framework of the Programme Management System and agreed Country Annual Policy Plan.
For the past few years, ZOA has supported the work of one national partner NGO in Burundi. From 2010 onwards, ZOA wants to scale up its activities in Burundi considerably. The main focus will be on rehabilitation assistance in the livelihood and food security sectors. The programme will focus on Burundian refugees returning from Tanzania to the province of Makamba. Other major programme components will be related to land ownership and peace building initiatives. Programming will primarily take place through local partner NGOs. ZOA intends to cooperate closely with a number of INGOs in Burundi.
Tasks and Responsibilities
• The country director is the legal representative of ZOA in the country
• Overall Management of the ZOA organisation in the country of operation
• Formulation and implementation of the Country Annual Policy Plan
• Programme formulation, development, implementation and supervision
• Project Cycle management, including formulation, budgeting, integration with programme planning, writing, fundraising, monitoring and reporting
• Human Resource Management for international and local staff
• Maintaining relationships with all relevant actors in country
• Supervision and control of the administrative and financial organisation
• Participate in organisation wide programme and knowledge development
• Security planning & management responsibilities
Authority
• The Country Director is authorised within the agreed Country Annual Policy Plan
• The Country Director is accountable for the approved budget
• The Country Director reports to the Chief Executive Officer of ZOA
• The Chief Executive Officer will delegate accountability to the relevant areas of responsibility of the Management members

Knowledge / Experience
• University graduate
• At least two years of cross cultural experience
• At least five years of relevant management experience in an international setting
• Good spoken and written command of English and French
