About the Organization:
The Microfinance Investment Support Facility for Afghanistan (MISFA) is the apex developmental finance promoting agency in Afghanistan. MISFA was set up in 2003 with a mission is to facilitate the development and growth of a long-term, strong and healthy microfinance sector in Afghanistan that provides high quality and efficient financial services to low income people.

About the Job:
MIFSA is looking for a Chief Financial Officer (CFO). S/he will be reporting to the CEO of MISFA partner DFI. S/he will be responsible for the capacity building of the local CFO during the period.

Tasks and Responsibilities:

  • Work with other executives from the institution to develop plans and implement programs to continuously improve performance;
  • Oversee the asset liability management program for the institution. The CFO will work closely with the MISFA partner’s management to develop specific guidelines for asset liability management;
  • Participate extensively in the strategic planning process and lead the budgeting and forecasting processes of the institution. Build a strong financial discipline and accountability foundation for budgeting and forecasting;
  • Work closely with the COO and departmental heads to identify and drive appropriate growth strategy, financial analysis and due diligence to enable the Institution to reach its strategic goals;
  • Ensure that resources, direction, and internal controls and financial processes exist to achieve timely and accurate reporting of all financial matters to internal and external parties;
  • Work closely with the institution’s external auditors and meet, as appropriate, with representatives from the MISFA/Central Bank (DAB) and other regulatory authorities on an as needed or required basis;
  • Plan, direct, and coordinate the implementation of effective accounting and financial administration policies, procedures, and reports to ensure sound financial management and control of the MISFA partner institution;  
  • Prepare, present, and interpret financial reports to management, board of directors, shareholders, MISFA and governmental authorities. Directs the preparation of all fiscal reporting, such as cost accounting, budgets, regulatory authorities and government reports;
  • Financial management and leadership, forecasting, budgeting, margins, and variance management;
  • Profit improvement, productivity, and efficiency;
  • Revenue growth and expense management;
  • Evaluation of business expansion opportunities;
  • Treasury: non-core investments and funding, AL, capital and liquidity management, pricing;
  • Accounting, internal, and external reporting, accounts payable and fixed assets;
  • Tax management;
  • Develop and prescribe adequate financial procedures to provide the basis for management decisions and control;
  • Maintain the MISFA partner institution’s accounting system;
  • Determine that all expenditures are properly approved and justified.

Qualifications:

  • Master's degree in Business Administration, Finance or Economics;
  • Minimum 5 to 10 years experience in microfinance, commercial banking or in the financial sector;
  • Extensive and proven track record in financial institution administration, operations, and procedures;
  • At least 2 years of management experience, ideally in a post conflict context;
  • Experience in financial planning, management, analysis of financial institutions;
  • Experience with investor/donors relations and funding negotiations;
  • Financial analysis, risk management, and HR management experience;
  • Advanced computer skills;
  • Fluency in English with strong written and verbal communication skills, knowledge of Dari is an asset;
  • Excellent analytical, communication, and interpersonal skills, and experience in people management;
  • Ability to work in a challenging environment with poor infrastructure and human capacities and difficult security conditions;
  • Highly motivated with a strong interest in development and social issues.
