Project/Proposal Summary:

The Integrity for Investments Initiative (I3) Project in the Philippines will address corruption from three different angles: anticorruption enforcement; reduced opportunities for public sector corruption largely through transparency; and improved corporate governance in the private sector.

Position Summary:

MSI is seeking a Deputy Chief of Party (DCOP) for the I3 program. The DCOP will be based in Manila and will support, and report to, the Chief of Party (COP). Working closely with the COP and other staff, the DCoP will oversee and coordinate all technical activities across the three component areas mentioned above, but could be primarily responsible for the second or third components in particular, depending upon the candidate’s background and experience. The DCOP will manage and supervise the component managers, and support staff.
The position is a full-time, four year post based in Manila. He/she will work directly with the COP and component managers to achieve project objectives.

Responsibilities:

• Work closely with the Chief of Party to implement the I3 project, ensuring that all deliverables are met;
• Maintain direct oversight of the financial, administrative, and monitoring and evaluation components of the project, including the management of related staff;
• Oversee at least one of the project’s component, and work closely with government and stakeholder counterparts as needed to develop and implement training workshops and technical assistance leading to successful implementation of reform initiatives;
• Serve as the head of the project in the absence of the Chief of Party, and coordinate with USAID and external counterparts as needed;

Qualifications:

• Must have a minimum of five years of experience in managing projects similar to the scope of I3.
• Experience on USAID programs preferred;
• A master’s degree in management, international development, monitoring and evaluation, public administration, business management, accounting, financial management or related fields is desirable but not required;
• Demonstrated technical familiarity in any of the I3 components will be given due consideration;
• The candidate should be able to exhibit ability to ensure that the project is financially and administratively well-managed and is focused on achieving results;
• The candidate must possess superior project management skills and is expected to manage the day-to-day operations of the project;
• Exceptional English technical writing skills required;
