Job Purpose

The role of the NP Philippines Program Officer (PO) is to ensure accurate, smooth, timely and targeted correspondence and communications with current and potential donors, policy-makers and NP International. The PO must ensure reporting is accurate and in accordance with both the Civilian Protection Component Program’s mandate and the Conflict Prevention Program’s log frame. In addition, the PO may be expected to occasionally visit NPP field sites and attend regular meetings and functions.

Key tasks and responsibilities
1. Strategy Implementation

? Sift through daily CPC and weekly CPP reports for relevant information that highlights NPP’s strategic advantages to be shared with the diplomatic community, donors, potential donors and policy makers;

? Know donor reporting policies and programs and set up and maintain a tracking system ensuring timely adherence to reporting deadlines;

? Assist the Senior Program Officer in editing and writing the final draft(s) of grant proposal(s);

? Proofreading and editing NP documentation;

? Perform other tasks as requested by the Country Director.
2. Representation and Networking

? Act as one of NPP’s contact persons to liaise with various donors, embassies and international organizations;

? Represent NPP at relevant meetings, seminars, functions and other stakeholders’ meetings;

? Network with other groups, organizations and institutions working in conflict-affected Mindanao and explore avenues for cooperation and strategic (financial) alliances while upholding and adhering to NPP’s principles of non-partisanship, neutrality and impartiality.
3. Internal Coordination

? Work closely with the Senior Program Officer, the Finance Department and the Program Department(s) to ensure the proper management of grants;

? Coordinate with the Senior Program Officer, the Finance Department and the Program Department(s)to ensure donor reports and new grant proposals are delivered on or before deadline;

? Work closely with the Country Director in following up with and arranging meetings with various embassies, donors and other international organizations

3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Person Specifications

EDUCATION & TRAINING
REQUIRED
PREFERRED

University degree in a related field (Social Science, Development Studies, International Relations, Management, or a similar relevant field)

Post graduate degree in Peace Building & Conflict Mediation and or Management

Formal training related to conflict, peacekeeping or nonviolence

Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping

WORK EXPERIENCE
REQUIRED
PREFERRED

Minimum six (6) years relevant work experience
NGO/humanitarian work with NP field experience and a sound knowledge of both NPP programs

Minimum three (3) years international work experience (outside of own country)

Post-conflict/conflict area experience
Cross-cultural work environment

Exposure to Mindanao context

Worked with grassroots or community-based organizations

Experience in community organizing/mobilization

Dealing with armed groups, the military and with local and national government officials

Dealing with top government and military officials
