Purpose of Assignment
In consideration of the renewed focus of UNICEF on equity, and the recently introduced monitoring framework which is based on a “bottleneck analysis”, UNICEF intends to conduct a human-rights based and equity-focused Situation Analysis of children, i.e. an analysis of the country situation, with respect to the realization of children’s rights through the lens of inequities and child deprivations.
The Situation Analysis report is to highlight the strategic priorities for the country to reduce disparities and address vulnerabilities, and hence make a contribution to shape the national development agenda to accelerate achievement of the MDG’s with equity.
The main purpose of a rights- based equity focused Situation Analysis are the following:
Develop a deep understanding of the situation of children and adolescents by analyzing the social and economic trends affecting them (disaggregated by age, gender,
urban/rural, ethnicity, wealth and other relevant factors).
Identify and analyze the barriers and bottlenecks that prevent disadvantaged children and families from benefiting from social services.
Develop recommendations for action to help UNICEF strategically position itself as a development partner in a middle income country in preparation for country programme Mid-term review and as a contribution in UNDAF Mid-Term review.
Provide government partners with comprehensive equity-sensitive and evidence-based information on children for result-based decision-making;
Contribute to the (re)formulation of key national strategies so that the priorities for the most disadvantaged children are integrated into the socio-economic development agenda.
Identify critical data gaps and contribute to the generation of evidence that can improve the monitoring of the situation of children, especially the most vulnerable groups
Qualifications or Specialized Knowledge/Experience Required:
Advanced university degree in a relevant field of social sciences
Previous experience in development of analytical reports and policy documents related to children, preferably experience with preparation of a Situation Analysis of Children Report
Solid experience in conducting participatory research methodology, including facilitation of focus group discussions (FGDs)
Proven experience in handling primary and secondary data
Ability to synthesize large amounts of information combining quantitative and qualitative data
Demonstrated understanding of the Human Rights Based Approach (HRBA) to Programming
Experience in facilitating consultations with government representatives, NGOs and other stakeholders
Excellent English writing skills as demonstrated in published material.
