The Moris Rasik Foundation (MRF) is a not-for-profit NGO that has been operating a microfinance savings and loans operation in rural Timor-Leste since 2000. The organization is registered with the NGO Forum of Timor Leste as a National NGO and is officially registered with the Ministry of Justice. Moris Rasik's vision is to reduce poverty and improve the community's quality of life in rural areas through provision of microfinance.
About the Job:
MRF is looking for an MIS Project Manager to take charge of the program of installing hardware and MIS software in each branch and conversion of branches' data from the current MIS to the new installation. S/he will also be responsible for training and support of branch staff in the efficient and correct use of the system.
Tasks and Responsibilities:
- Manage all aspects of the MIS installation and conversion project in each of the 13 branches;
- Manage the HO MIS installation and conversion Team, provide leadership, supervision, and capacity‑building;
- Gain a practical understanding of the business procedures used in branches to record clients and their transactions;
- Gain a practical understanding of the Abacus MIS functions that will be used in branch operations;
- Continuously refine and improve the installation and conversion processes to ensure maximum accuracy and efficiency;
- Travel to each branch for the installation of new MIS, guiding and supporting branch staff in the actions required for data transfer and in the use of the new MIS for branch operations;
- Perform verification of the accuracy of the work of branch staff (quality control) and provide assistance where required;
- Provide required reporting and participate in management team meetings;
- Identify any issues that require a response to allow branches to operate more efficiently in providing client services and report to the operations manager.
Qualifications:
- Strong experience and competency in implementing commercial MIS, preferably financial institution and retail banking platforms;
- High degree of computer literacy and experience in using and developing MIS — has worked with and installed a range of software, primarily on a Windows platform;
- Experience and competency in using Microsoft SQL for database management and reporting services;
- Understanding of core concepts of accounting functionalities and financial management;
- Problem solving skills, ability to think laterally and analyze a problem to identify solutions with limited resources;
- Strong staff supervision and performance management skills;
- Demonstrated ability to train/mentor others to perform a role;
- Must be able to communicate easily and effectively with people from diverse social and cultural backgrounds;
- Strong self-management skills.
