About the Organization:


DEG, member of KfW Group, is one of the largest European development finance institutions. For more than 50 years, it has been financing and structuring the investments of private companies in developing and transition countries. DEG's aim is to establish and expand private enterprise structures in developing and transition countries and thus create the basis for sustainable economic growth and a lasting improvement in the living conditions of the local population.

Background
DEG runs Afghan Credit Support Program (ACSP), a credit guarantee program in Afghanistan. Its program management unit in Afghanistan are developing a management information systems (MIS) to better monitor and control the activity.

About the Job:


DEG is looking for a Business Analyst – Credit and Guarantee Operations to supervise the development and lead the implementation process of the MIS. Together with the Credit Guarantee Fund's (CGF's) management, s/he will develop quantitative tools to analyze the performances and monitor the risks generating by the guarantee operations of the institution. His/her place of work will be Germany or Austria (negotiable) with more than 60% travel to Afghanistan, Palestine, and Tajikistan is required.

Tasks and Responsibilities:

  • MIS modules:

    • Recommend improvements of the existing Excel based reporting and projection tools to be incorporated in the planned MIS modules;
    • Lead the procurement process for the MIS modules including the creation and/or completion of request(s) for proposal (RFP) documentation;
    • Together with an experienced consultant, provide advice to CGF/ACSP management in assessing proposals and selecting IT providers, which will program the MIS modules;
    • Support the provider(s) in all topics related to the implementation of MIS modules;
    • Complete checks and controls to ensure the quality of the MIS modules to be delivered;
    • Train key staffs in the use of the MIS modules;
    • Lead the cooperation between CGF/ACSP and the participating banks.
  • Business analysis:

    • Develop quantitative tools for improved asset and liability management;
    • Develop quantitative tools for FX risk management;
    • Develop tools for program and impact evaluation (monitoring and evaluation);
    • Support the management in analyzing the available data to develop new insights.

Qualifications:

  • Graduate from leading scientific/engineering universities complemented by business degree appreciated;
  • Working experience in consulting and development finance, particularly in SME finance, is desirable;
  • Excellent analytical skills, including ability to evaluate and optimize work processes;
  • Strong quantitative skills, specific statistics, and Excel know how a must;
  • Knowledge of IT/MIS systems (including databases programming languages) is desirable;
  • Strategic thinker with the ability to work effectively in teams, communicate ideas clearly and confidently, articulate issues, and recommend solutions;
  • Ability to coach, mentor, and develop local colleagues to deliver high quality results;
  • Willingness to work in post-conflict or least developed countries (e.g. Afghanistan, Tajikistan, Palestine) and ability to perform in a multi-cultural environment;
  • Strong oral and written English skills including the ability to write complex and well structured reports. Russian or Persian appreciated.
