About the Organization:
Housed at the International Labour Organization’s (ILO) Social Finance Program, the Microinsurance Innovation Facility seeks to increase the availability of quality insurance for the developing world’s low-income families to help them guard against risk and overcome poverty. It was launched in 2008 and it endeavors to support the development of valuable insurance products for low-income and rural households. It also encourages the emergence of institutional models and partnerships that effectively deliver insurance to large volumes of low-income household and promotes market education to help low-income consumers appreciate the utility of insurance and identify high value products.

Background
Fonkoze Financial Services (Fonkoze) is Haiti’s largest MFI and is committed to reaching the poorest through innovative approaches and helping them take the first steps out of poverty. The ILO Crisis program, supports the new Haitian government and the international community in the program for the reconstruction of the country.

About the Job:
Fonkoze and the ILO Crisis program in Haiti are looking for a Fellow to provide support to both organizations in a shared fellowship opportunity. For the ILO Crisis program s/he will work on the coordination of the microinsurance and microfinance activities while for Fonkoze the duties are around supporting the organization in the implementation, evaluation, and improvement of its catastrophic insurance product.

Tasks and Responsibilities:

  • Within ILO Crisis:
    • Monitoring and supervision of MFI ACME, the partner of the ILO in Haiti, which has received a credit line to support access to microfinance.
    • Facilitate the relationships with the microfinance network in order to secure a niche for the ILO;
    • Follow up, evaluation and research around the replication of existing microinsurance experience (i.e. Fonkoze) and support to other initiatives according to needs and possibilities of the Social Finance Program.
  • For Fonkoze:
    • Work with the project manager to examine strengths of weaknesses of current product design and outline strategies for improvement;
    • Help formalize operational processes and review organizational structure of the program to maximize the staff’s effectiveness;
    • Using an external consultant’s cost-benefit analysis which is expected to be completed in early 2013, to strategize about ways to reduce costs, increase benefits, and make the overall product more financially sustainable for Fonkoze;
    • Advise on technological and business processes;
    • Collaborate with Fonkoze staff to develop disaster risk reduction plans to help Fonkoze’s microcredit clients reduce their losses of merchandise and housing;
    • Help in knowledge and skill transfer to the microinsurance team: design and deliver training program (including material and workshops) to increase microinsurance capacity of the Fonkoze’s Kore W team.

Qualifications:

  • Advanced degree in Development Studies, Business, Finance, any quantitative subject;
  • At least 4 years of experience in insurance and/or microfinance industry, preferably in a product design and evaluation role;
  • Related past engagement;
  • Experience in working in a team environment;
  • Work/travel experience in developing countries;
  • Fluency in English and French and good knowledge of Haitian Creole;
  • Excellent written and oral communication, skilled in communicating cross culturally and across functional areas;
  • Excellent presentation skills, comfortable presenting to peer groups as well as senior executives;
  • Ability to provide formal and informal training.
