Objectives :

The Overall Objective of this assignment is the identification and formulation of a future project on CVE in the HoA.

The specific objective of this assignment is to prepare all the necessary elements of a service contract to implement the future project developed on the basis of this assignment.

The specific objective of the project to be prepared is "to develop best practices for countering violent extremism and radicalisation related to the Horn of Africa."

The precise geographic scope will be defined during this assignment and will take into consideration on-going actions as well as the ways and means for reaching the highest efficiency and effectiveness within the available budget.

The CVE leg of the IfS Counter Terrorism (CT) programme will aim to provide support to the fight against terrorism at local, national, regional and global levels and concentrates on countering violent extremism and radicalisation in the Horn of Africa and Yemen.

The experts will prepare one specific project to be implemented in accordance with the relevant Commission Decision. Activities of such action may include amongst others:
• perform studies and surveys on extremism and growth of radicalisation focusing on emergence, patterns, trends, current levels, scope and other aspects of forces that resort to violence, extremist groups (including those based on religion) and marginalised groups; state responses to the emergence, effectiveness of the response, role of non-state actors and concluding with recommendations on strategies to counter radicalisation and also promote and enable de-radicalisation;
• constitute a knowledge base;
• develop methodologies for implementation, strategies and plans of action;
• implement pilot activities;
• develop outcome and impact indicators for monitoring;
• dissemination and awareness raising of best practises to international, regional, national and local bodies.

• Development of training activities on CVE including secondary education;
• develop of training for journalists and media in the region.

Project Duration : 5 months (from Sept.2012)

General professional experience

The Consultant shall deliver detailed curriculum vitae (CV) for each expert involved with the following specific requirements:
• Advanced university degree or equivalent education relevant to this assignment;
• At least 15 years of working experience (for CAT I expert);
• At least 8 years of working experience (for CAT II experts).
Specific professional experience
• A solid proven working experience in international and European security issues, with particular reference to counter terrorism and CVE;
• A solid proven working experience in formulation of EU funded programmes including a very good knowledge of procedures as applied to various types of EU external assistance projects, including PCM;
• Knowledge of the Horn of Africa region;
• Experience of working in a multi-cultural environment;
• Excellent in English, both in spoken and written language.
